Two local steps add time rather than dollars. Only a City of New Orleans Class "A" mechanical contractor can pull your permit, and in a historic district the commission has to approve the outdoor unit before that permit issues. A ductless mini split pairs an outdoor condenser with one or more indoor heads and skips ductwork entirely. That is why it fits New Orleans shotguns, doubles, and raised camelbacks that never had ducts. Single-zone installs run $2,400 to $6,000; multi-zone reaches $6,500 to $15,000+. The federal Section 25C credit expired December 31, 2025; Energy Smart still pays $250 or $500 depending on the heat you replace. In this humidity, rinse the mesh filter every two weeks, not monthly.
Your installer must hold a City of New Orleans Class "A" Master Mechanical Contractor license. The city’s mechanical permit page states an HVAC permit requires a Class “A” Mechanical A/C license to apply. A statewide LSLBC license alone will not get your permit pulled.
On new construction and substantial renovations, Manual J, S and D calculations are a permit condition. The city requires them before HVAC installation, verified by affidavit on One Stop permits. Ask for the worksheets on any job.
In a historic district, approval comes before the permit. The Vieux Carré Commission will not issue a permit until it approves exterior work, and HDLC design guidance names ductless condenser units and their conduit specifically.
Clean the mesh filter every two weeks in cooling season. Summer dew points sit above 65°F from May through September in a city averaging roughly 64 inches of rain a year.

One line item we watch for: across the Gulf Coast quotes Filterbuy HVAC Solutions crews review in Texas and Florida, condenser mounting method is the detail most often left unstated. It is rarely the biggest number on the page. It is the one that decides whether the system survives a wet August.
No federal credit, but yes to a utility rebate. Section 25C, worth up to $2,000, was terminated by the One Big Beautiful Bill Act and does not apply to property placed in service after December 31, 2025. The IRS instructions for Form 5695 say so plainly. What remains is Energy Smart A/C Solutions, run by Entergy New Orleans.
Here is the detail almost every New Orleans page gets wrong: the $500 figure is not the standard rebate. Energy Smart pays $500 only when your mini split replaces electric resistance strip heat. Replace an existing heat pump and the same equipment earns $250. Both tiers require SEER2 of at least 17 and HSPF2 of at least 7.7, the equipment must be ENERGY STAR certified, and the work must be done by an Energy Smart trade ally contractor.

If a 2026 proposal still lists a $2,000 federal credit, that money is not coming. And confirm which Energy Smart tier you actually qualify for before you sign. The two are not the same number.
Size for moisture removal first, temperature second. New Orleans is humid subtropical, with dew points above 65°F from May through September. In that air an oversized unit hits setpoint fast, shuts off, and stops dehumidifying. The room reads 72°F and still feels clammy. Clammy is what mold wants.
Insist on the Manual J. New Orleans requires Manual J, S and D worksheets before HVAC installation on new construction and substantial renovations, verified by affidavit on the One Stop App. Ask for the worksheets even on a straight retrofit.
Choose a variable-speed inverter compressor. Long, low-output cycles are what pull moisture out. This is the single specification we would not compromise on in this climate. Account for the ceiling. Twelve feet in an Uptown double is real cubic footage a square-footage rule ignores. A high wall head also reads temperature near the ceiling, so set it a degree or two higher than feels right.
Do not size up "just to be safe." Oversizing causes the short-cycling that leaves humidity behind. Use dry mode on sticky shoulder-season days instead.

Three things. Historic district review has to happen before the permit issues, the condenser needs to sit above grade, and the condensate drain fails more often than the equipment does. Each one costs money or weeks if nobody raises it before install day.
1. Historic district review comes before the permit, not after. The Historic District Landmarks Commission regulates exterior work visible from the public right-of-way outside the French Quarter, which the Vieux Carré Commission handles separately. The VCC states it will not issue a permit for exterior work until it has approved the change. HDLC guidance names ductless condenser units and their conduit and junction boxes specifically, directing that they be installed in a visually unobtrusive, rationally organized manner. Check your address against the HDLC landmarks and districts map before ordering equipment. Retroactive applications land on HDLC agendas regularly, and they do not always end well.
2. Get the condenser up off the ground. Street flooding is the risk nobody prices into a quote. A condenser at grade is exposed, and a submerged unit is a replacement, not a repair. On a pier-and-beam shotgun, the crawlspace looks convenient and is exactly wrong. Ask where the unit sits relative to your flood zone.
On the Gulf Coast I would rather see a condenser on a wall bracket than a pad, every time. A unit that sits at grade through one street flood is not a repair, it is a replacement. The bracket is a couple hundred dollars on install day.

3. The condensate drain is the failure our technicians see most. A wall head drains by gravity through the wall, and most ship without the float switch that shuts a central system down when its pan backs up. The head also pulls room air across a wet coil, so in Gulf humidity the line fouls fast. It is the most common ductless service call Filterbuy HVAC Solutions crews run in Texas and Florida, and New Orleans is wetter than either. The first sign of a clog is usually water running down your wall, not a system that stops. Ask any installer whether an overflow switch is going on the job. The EPA names drip pan drainage as a control for a reason.

Most pages on this topic assume you have already decided. We would rather save you the money. A mini split is the wrong answer more often than the industry admits, and here is when we would tell a neighbor to skip it.
Your central air works and your ducts run inside conditioned space. Duct sealing and a filter upgrade cost a fraction of a multi-zone system and fix the same complaint in most homes. Ducts in a vented attic are a different story. That is where the ductless argument earns its keep.
The only workable condenser location is street-visible in a full-control historic district. You are buying a review process, not just equipment. Get a read from HDLC or VCC staff before you collect quotes, not after.
Your panel cannot carry a dedicated circuit. A service upgrade can add $1,500 to $4,000 on an older Uptown or Bywater home. Price the electrical first. Sometimes the real project is the panel and the mini split is the easy part.
Your complaint is humidity, not heat. If rooms reach setpoint and still feel damp, a correctly sized whole-home dehumidifier costs less than a new zone and targets the actual problem. Adding cooling capacity to a moisture problem usually makes it worse.
You rent. Exterior work needs the owner’s authorization, and the permit has to be pulled by a licensed contractor in the owner’s name. A window unit is not a compromise here, it is the correct answer.
Key takeaway: the strongest case for a ductless system in New Orleans is a room your ducts never reached: a shotgun back bedroom, a camelback addition, a converted garage. That is the job it was built for.
Street flooding is a New Orleans certainty, not a hypothetical, and almost no mini split guide tells you what to do afterward. The order matters, and the most expensive mistake is the most tempting one.
Kill power at the breaker and the outdoor disconnect, carefully. A submerged disconnect box is an electrocution hazard even after the water drops. If the box was underwater, leave it to a licensed electrician.
Do not test-run it to “see if it still works.” Energizing a wet compressor is how a repairable unit becomes a total loss. This is the single most common post-storm error.
Photograph the water line on the unit before any cleanup. Insurance and disaster-assistance claims both turn on how high the water reached. Once it is hosed off, the evidence is gone.
Expect replacement, not cleaning, for anything electrical that went under. NEMA guidance on water-damaged equipment is blunt: in many cases replacement is necessary, and reconditioning should only happen after consulting the manufacturer. Contactors, capacitors, and control boards are on that list.
Treat the rebuild as your chance to raise it. If you are replacing the condenser anyway, a wall bracket or raised stand is the cheapest part of the job and the reason you may not repeat this. Whoever supplies the replacement equipment, Filterbuy or anyone else, should be able to confirm the mounting hardware before it ships.

Licensing is layered here, because state and city systems are separate. Start by building a shortlist, then verify it. Verification takes about five minutes per contractor.
Where to find candidates in Orleans Parish. Three lists worth pulling from, all free: the Energy Smart trade ally directory (required anyway if you want the rebate), the LSLBC contractor search by city, and the NATE contractor locator for certified technicians. Start with the Energy Smart list if a rebate is in play, since using an outside contractor forfeits it.
Confirm the City of New Orleans Class “A” Master Mechanical Contractor license (A/C). Only Class “A” holders may apply for your HVAC permit. If they cannot pull it, they cannot legally do the job.
Check the state license on LSLBC Contractor Search. Free, no account. Only currently licensed contractors appear in results, so a missing record is itself an answer.
Confirm EPA Section 608 certification for whoever handles refrigerant. Federal, non-negotiable.
Ask which district you are in and who reviews it: HDLC, CBD HDLC, or the Vieux Carré Commission. A contractor who does not know has not worked your neighborhood.
Get three written quotes itemizing model numbers, SEER2, permit, condenser mounting method, and warranty. Several manufacturers condition compressor coverage on a permitted install.
Rinse the washable mesh filter every two weeks during cooling season, and every four weeks the rest of the year. Manufacturer guidance is two to four weeks. New Orleans sits at the two-week end because Gulf moisture and the local particulate load fill the mesh faster than the national average.
The particulate half of that is measurable. The New Orleans metro earned a C for ozone and ranked 100th most polluted nationally in the American Lung Association’s State of the Air 2026, and Louisiana was one of seven states where more counties saw increases in unhealthy ozone days than improvements. Manufacturer guidance is two to four weeks. New Orleans sits at the two-week end because of Gulf humidity and the local particulate load.
Testing particle capture in our own factories taught us the related lesson: fine dust under 10 microns is harder on a system than the visible kind, because it settles deeper into the media and is tougher to clear later. Do not wait until the mesh looks dirty.
The routine takes ten minutes: power off at the remote and the breaker, slide the mesh out, vacuum loose dust, wash in lukewarm water (never above 104°F) with mild soap and no scrub brush, air-dry completely, then reinstall and run fan or dry mode for 20 to 30 minutes.

One more thing, and the EPA says it directly: wall-mounted ductless units carry limited filtration intended to keep the inside of the unit clean rather than remove fine particles from room air. Many New Orleans homes add a ductless zone to an addition while keeping central air elsewhere. There, the ducted pleated filter still carries whole-home air quality.
